During a press conference in the Sejm, MP Krzysztof Bosak, representing the Confederate and acting as Deputy Marshal of the Sejm, revealed an issue in the climate ministry concerning heat pump manipulation. He stressed that despite the declared fight against "global warming", this activity is unacceptable.
– We are going back to the subject of heat pumps and, in fact, to, I think, we can already talk, to the affair that we are dealing with at the interface of spending immense money to co-finance heat pumps, the quality of these heat pumps and the lobbying war, which is taking place between western heat pump producers, Asian heat pump producers and Polish heat pump producers who were discriminated against by the erstwhile government – he started.
– This government was going to change that, and it turns out that it either doesn't want to or it can't. In April, a key decision was taken to change the rules on co-financing for Clean Air. This decision pointed out that heat pump manufacturers, which are co-financed with taxpayers' money with gigantic money – in the case of 1 co-financing it may be even a fewer tens of thousands of zlotys – are to present by June 13 documentation, certificates from laboratories about the efficiency of these devices. We know from specialists that the performance of these devices can vary even more than twice. I mean, for heating the home with the same heat, 1 heat pump can consume more than twice the current than the other, depending on which maker it is supplied and what requirements it meets Bosak said.
As he noted, "over the full period of the PiS government, manufacturers were not obliged to supply reliable, proven information on the performance of these devices". And government institutions were handing out money to the right and to the left.
– In this way, leading to discrimination of better quality of products from Poland for cheaper but worse quality, little efficient products from China. Not only from China, from different countries – continued Deputy Marshal of the Sejm.
He stated that consumers had been deceived, causing an additional burden on the full electricity system. He stressed that the differences were not 5 or 15 percent, but could scope even a fewer 100 percent.
What did the fresh authority do about it? Not much.
– On 13 June, this was to end, and in a magical way it turns out that in those days, on May already, in the National Fund for Environmental Protection and Water Management, which is the operator spending money for this grant, the rules and the deadline for delivering these certificates from laboratories, which will show what is the actual performance of which heat pumps, is removed until the end of this year! – Bosak reveals.
– Which means that we gotta spend the next six months spending money blindly, and Polish consumers are not to know what the performance of which device is. Which is most astonishing, the minister last week made comments on 1 of the social media platforms that she actually knows nothing about this decision and will check it on Monday – he continued.
– It just so happens Monday was yesterday, and present is Tuesday – present the minister has again commented on her social media, which shows no mention to changing these rules, just saying that we will seal the list of devices that can get funding – describes the activities of the climate ministry.
In public, Mr Bosak asked Minister Hennig-Kloska a question, seeking to know the meaning of the phrase "we will seal".
– Will manufacturers gotta supply certificates from laboratories as to what the performance of the equipment is or not? Will the Polish State participate in financing devices that have low performance? And in hiding it properly, as the government of PiSu hid it. Will this government proceed to hide the low parameters of the financed devices from consumers, pounding them in a bottle and later condemning them to advanced electricity bills – erstwhile they were promised savings, and in fact they are being driven into financial trouble, or not? Cards on the table! We anticipate clear answers. He stressed.
– We want the Polish consumer to have clear information. And to buy, to fund only high-performance products. Polish manufacturers are able to construct advanced performance devices. Why should we pay for junk from abroad, even if it comes to us with any pseudo-certificate purchased at a advanced price, or if it has any celebrated logo on it? adequate bullshit. said Bosak.
– We anticipate concrete information, and if the minister can't decently supervise the national fund and she doesn't know what's going on out there, then possibly it's time to figure it all out. We will ask questions about these matters and we will request that this decision be corrected, that the amendment of the rules, which is to the detriment of Polish consumers and to the detriment of Polish producers – concluded Bosak.
