In fresh days, the subject of nominations for key positions in state arms companies has returned to the wallpaper. Deputy Minister of State Acts, Marcin Kulasek, referred to the controversy surrounding the appointment of persons associated with the Civic Platform to advanced positions. During his interview on Radio Olsztyn, Kulasek explained the criteria to be taken into account for specified nominations, and tried to dispel doubts about the competences of recently appointed board members.

Powers of the Boards of Armoured Companies

The Deputy Minister stressed that the boards of arms companies should be composed of 2 key groups of specialists: manufacture experts and financial specialists. specified a mix of competences is, according to him, essential for the effective management of companies of strategical importance for the safety of the state.

One of the main topics of the discussion was the appointment of Renata Gruszczyńska as president of the Complaints' Defence Plant Mesko S.A. Gruszczyńska, affiliated with the Civic Platform, replaced Elżbieta Śreniawska from Law and Justice.

Criticism and Defence of Nomination

The writer quoted a fragment of the article from the weekly “Politics”, where it was written that the fresh president of Mesko S.A., like her predecessor, had no experience in the arms manufacture before taking office. "It is easy to confuse the fresh president with the old one, due to the fact that not only did she previously work in the Kielce MPK and was a councillor of the Seymik, but above all she has the same unique feature: zero experience in the arms manufacture at the time of taking up her position", the article states.

Kulasek pointed out that although the management of the Polish Armed Forces Group (PGZ) has a key influence on the formation of boards of armed companies, final decisions are taken by supervisory boards. They decide to appoint circumstantial persons to management posts.

Arguments of the Deputy Minister

The Deputy Minister of State Acts described Renata Gruszczyńska as a ‘high-class manager’ and stressed that its effectiveness should be assessed on the basis of the effects of her work. He added that her 20 years of experience in government and local government administration, management, accounting and implementation of strategical plans and investment projects gives her a solid basis for effective management of Mesko S.A.

Gruszczyńska previously held managerial positions in the administration and uniform services, which, according to Kulaska, makes her suitable candidate for president of a company producing ammunition and rockets for the Armed Forces of Poland and components for the world's largest arms companies. Mesko S.A. has been part of the Polish Armed Forces Group since 2015, which further strengthens its strategical importance.

Summary

Marcin Kulasek in his speech tried to clarify the criteria of nomination to board of armed companies and to emphasize the competence of Renata Gruszczyńska. Despite the criticism of Gruszczyński's appointment, the Deputy Minister pointed to her extended experience and management skills, which he stressed would be crucial in assessing her work as president of Mesko S.A. Decisions to establish state-owned arms companies are a complex process in which supervisory boards play an crucial function and the request to balance manufacture cognition and financial competences.
