The president of the Confederate Members' Club Grzegorz Płaczek and the Euro MP Ewa Zajączkowska-Hernik met with the head of the ultimate Chamber of Control on the Covid-19 Countermeasure Fund. After the meeting, Confederate politicians spoke at a press conference.
Mr Płaczek referred to the results of the audit carried out so far by NIK. "We are afraid about how, on what principles and what amounts are presently spent under this fund, and everything indicates that pathology is at its best," said Mr.
The Confederation has requested checks of the Bank Gospodarstwa Krajowego, Chancellery of the Prime Minister, Ministry of wellness and Ministry of Finance in connection with the operation of the Covid Fund. The ultimate Audit Chamber has informed that it will carry out budgetary and ad hoc control.
Mr Płaczek cited the findings of the NIK on the covid fund. According to the institution, this fund should have been extinguished since 2023. But the rulers did nothing about it. The politician noted that the covid fund had already absorbed over 200 billion zlotys, which were spent without budget and any control. "What is known and pointed out to this ultimate Chamber of Control is that money was spent in a non-transparent way, there have been many cases that alleged competition committees were considering affirmative applications for funding, which were submitted after the deadline or which did not meet the formal requirements" said Płaczek.
Ewa Zajączkowska-Hernik stressed that this year about 55 billion PLN was allocated to the covid fund. "It turns out that Bank Gospodarstwa Krajowego is simply a finance 2.0 ministry which is completely excluded from parliamentary control, which is solely under the control of the Prime Minister," said the Euro MP, and stated that "The money from the covid fund is issued in a discretionary way, in a totally non-transparent way, and it is mostly unclear who and on what basis this money is received and why, and why, 1 application is accepted and another 1 is not."
Zajączkowska-Hernik pointed out the deficiency of political will of parties another than the Confederate as regards the liquidation of the covid fund, which presently has nothing to do with wellness protection, and serves the rulers as an additional, uncontrolled and discretionary budget.
The MEP pointed out the weakness of the ultimate Audit Chamber, which is deprived of prosecution powers and cannot act as a organization in proceedings. An example of the toothlessness of NIK is the question of the Constitutional Courts submitted in June 2023, which has not yet been answered. Ewa Zajączkowska-Hernik called for NIK to be granted specified powers that would improve its functioning.
The Confederation opposes the creation of alternate "budgets" alongside the budget adopted by the Sejm, which leads to a crucial deterioration of Poland's financial situation. The Confederacy demands immediate termination of the Covid Fund.
