Therefore, Members have announced sending a petition to the Ministry of improvement and Technology to consider introducing restrictions on the location of vending machines. According to the diary of Legal Newspaper, this issue gained importance after 1 of the petitions, in which the author expressed her reservations about the parcel located in the immediate vicinity of her plot.

Ministry of improvement and Technology: Packages are not subject to construction law

According to the information obtained by the ‘DGP’ from the Ministry of improvement and Technology, parcels are not classified as buildings and are so not subject to construction law. In consequence to the questions of the newspaper, the ministry explained that the current government does not cover the location of parcels, meaning that their installation does not require notification or obtaining a construction permit.

"The Ministry of improvement and Technology, in consequence to +DGP+ questions, informs that the question of locating parcels, which, as it emphasises, are not buildings, does not fall within the scope of building law regulation", says the newspaper.

The Ministry of improvement announced that after receiving a formal dissiderate from the Committee on Petitions of the Sejm, this issue would be analysed in detail. The aim is to measure whether the nuisances associated with packages justify additional regulations.

In a petition to the Sejm, the author stressed that the parcel located close her game causes many problems, specified as disturbances in the nighttime peace, the setting of pavements by vans and the regulation of privacy by the cameras installed. The author called for changes to the building law which would require notification or obtaining a construction licence in peculiarly justified cases.

Currently, pursuant to Article 29(2), point 28 of the Act, no building licence or notification is required for the installation of ATMs, ticket machines, payments and parcels, provided that their amount does not exceed 3 metres.
