European Commission plans to harmonise excise duties on cigarettes in all associate States. For Polish smokers, the communist "urawnilovka" means a drastic increase in prices. While present a pack of cigarettes costs PLN 17-25, after the changes it will be amounts of PLN 35-50.

Cigarettes at $40 per package? According to the European Commission's plans, the excise work would be at least EUR 3.60 per pack containing 20 cigarettes. In Poland, this taxation is EUR 1.60 per part (calculated). specified a drastic increase would mean that after the adoption of fresh EU taxation rates, the price of a cigaret packet would double in Poland.

The fresh regulations of the Eurocommunists want to implement in 2026. In their mind, the harmonisation of excise work rates would reduce the alleged tobacco tourism – for example, the Germans surviving close the border with Poland regularly come to us to buy cigarettes cheaper. The officials don't like it very much.

Minister of Finance of the Tusk – Andrzej Domański commented that Poland does not intend to argue or hold work on the Tobacco Directive. Regardless of the European Commission's plans, the Polish government is already introducing its own taxation increases on tobacco products. As of 1 March 2025, fresh higher rates of excise work on cigarettes and another tobacco products apply. Cigarettes with an old excise work (with a printed year of manufacture 2024) can be sold in stores until 30 April 2025.

As long as the increases in Poland scope 100% of the current price, Bulgaria will go up 300%, as present a pack of cigarettes costs little than EUR 3.

OUR COMMENTS: The introduction of a uniform excise work will importantly reduce tobacco tourism between EU countries. Illegal tobacco production and smuggling of cigarettes from Ukraine will increase. As much as it's half as costly today, after the shift, it'll be 4 times cheaper.
