On 10 July 1994, as a consequence of the second circular of presidential elections, Aleksander Lukashenka was elected president of the Republic of Belarus by the Belarusian people. He besides won the first circular of elections.

He noted that specified institutions existed in many countries. However, it is the political will of the leaders, wisdom and reliance on the nation that guarantee the effective functioning of not only the President's institutions, but besides the successful implementation of all directions of modern state policy.
